Both the King of Hell and Sajeong (the King's staff) come to this world to survey the circumstances of Sabha, or this world because number of the persons, who come to the hell, increases much. They find out that money causes all of wrong things and crimes, so that they break bank cash box to get money and distribute a lot of money to the poor and reduce number of the persons who may go to the hell.
