In the middle of Yi dynasty, the governor of Kanghwa Choi Dal-Ji sells gold to the nation Cheong in conspiracy with the high monk Yoo Kwang-Pil. The Court sends a secret royal inspector, the judge Park Seung-Seo and lets him find out the truth. Park Seung-Seo infiltrates into Kanghwa and becomes acquainted with Young-Hwa, a daughter of the governor. He discovers the truth with the help of her and destroys the gang of the governor. After he expresses his sorrow at parting to her and leaves for Hanyang.
